On any crane lift where the operator cannot see the load, the landing zone, or the travel path, a qualified signal person is required by OSHA. It sounds simple, but signal person compliance is one of the most commonly cited violations in crane operations — and the consequences of getting it wrong range from fines to fatalities.

When Is a Signal Person Required?

- Site-specific safety plans mandate signal person use
The key phrase in the regulation is "point of operation." If the operator cannot directly see the point of operation — where the load is being picked, traveled, or set — a signal person must be used. There are no exceptions based on load weight or crane type.
Who Qualifies as a Signal Person?
OSHA requires that signal persons meet one of two qualification pathways defined in 29 CFR 1926.1428:
Option 1: Third-Party Qualification
The signal person is evaluated and certified by a third-party qualified evaluator. This evaluator must be independent of the employer and must assess the signal person's ability to:
- Demonstrate the standard hand signals per ASME B30.3
- Understand the limitations of signal use (distance, line of sight, environmental factors)
- Know when to issue a stop signal and emergency procedures

Option 2: Employer-Qualified

- Travel (crawler cranes): Arm extended forward, hand open and slightly raised, pushing motion in direction of travel
- Dog everything (pause): Clasp hands in front of body
These signals must be used as defined — no modifications, no site-specific variations. If a site needs additional signals beyond the standard set, they can be added, but the core signals cannot be changed. This ensures that any qualified signal person can step onto any job site and communicate effectively with any operator.
Voice and Radio Signals
While hand signals are the default, OSHA permits voice communication (typically via two-way radio) when:
- Both the operator and signal person agree on the communication method before the lift
- The communication equipment is tested and confirmed working before operations begin
- A dedicated channel or frequency is used — no shared channels with other site operations
- Standard terminology is established and understood by both parties
The critical rule: only one signal person may direct a crane at any given time. If multiple signal persons are needed (e.g., for a blind pick and a blind set), there must be a clear handoff protocol, and the operator must know who has control at all times.
Employer Responsibilities

Failing to verify that communication equipment works before operations begin. If radios are the chosen method, they must be tested. Dead batteries, wrong channels, and interference are not acceptable excuses.
5. Missing High-Visibility Garments
Signal persons must be clearly visible. Failure to wear high-viz garments while performing signal duties is a citable violation, even if the signal person is otherwise qualified.
Signal Person vs. Rigger: Understanding the Difference
These roles are often confused, but they have distinct requirements:
- Signal person: Directs crane movements through standardized signals. Does not necessarily attach or detach loads.
- Rigger: Responsible for attaching (rigging) and detaching loads. Must be qualified per 29 CFR 1926.1425.
A person can serve as both a signal person and a rigger, but they must be separately qualified for each role. Being a qualified rigger does not automatically make someone a qualified signal person, and vice versa.
